Gichira Kibara, CBS
Kibara is a constitutional law and governance expert. He is a consummate professional who has worked in top level management and leadership in the public, private and voluntary sectors. He is driven by the desire to impact on public policy through evidence-based contributions.
Gichira Kibara is a former Permanent Secretary (Principal Secretary) of the Ministry of Justice, National Cohesion and Constitutional Affairs, where he was in charge of overseeing constitutional development, legal reform, justice sector reform, and sectoral coordination. He has previously served as the Director of Legal Affairs and Secretary for Justice and Constitutional Affairs in the Ministry, overseeing institutional development and policy development. In addition to his work in the government, he has served as Executive Director of the Centre for Governance and Development (CGD) and Deputy Director of the Public Law Institute (PLI). He has also served in various positions in civil society organizations, as chairman of the National Council of NGOs (NGO Council), chairman of the Board of the Kituo cha Sheria (Legal Advice Center), and member of the Board of Action Aid International, Kenya. Kibara holds a Master of Laws (LLM) degree specialized in fundamental rights law (constitutional law and international human rights law) from the University of South Africa and a Bachelor of Laws (LLB) degree from the University of Nairobi. He has also studied Management and Leadership in Development at postgraduate level at the Kenya Institute of Management and Harvard University respectively. He is an Advocate of the High Court of Kenya of more than 25 years and a certified mediator. Mr. Kibara has written widely on legal and governance issues.

Prof.Eusebio Wanyama, PhD
Prof. Eusebio Wanyama is a human rights scholar/expert. He has conducted human rights, humanitarian law, and international criminal law research and advisories to governments, civil society, and international organizations including the United Nations (UN), International Criminal Court (ICC), the African Union (AU) and the International Committee of the Red Cross (ICRC. Prof.Wanyama has taught at the Catholic University of East Africa for more than ten years. He has also been a visiting scholar in many universities including the University of Chicago, United States. Prof. Wanyama has also written widely on global, regional, and domestic issues of human rights, governance and conflict resolution. Prof Wanyama holds a Doctorate of Laws from the University of Wales Cardiff, a Master of Laws from the University of Lancaster, Master of Arts from the University of Chicago, a Bachelor of Laws and Professional Courses in International Security Management Studies (National Defence University, United States)

Samuel Karicho
Karicho is a seasoned human resources expert. He is a former Director of human resource management in the ministry of public service. He managed human resources in the public service for more than 30 years. Karicho is a specialist in performance management, policy formulation and capacity building. He holds a Master’s degree in Human Resource Management from the University of Manchester (UK) and a Bachelor of Arts degree from the University of Nairobi. Karicho played a key role in the review and formulation of Human Resource Management Policies in the public service including the Pay Policy, Medical Policy, and Pensions reforms and provided leadership in the drafting of the County Governments Act 2012 He also led the development of strategic plans for several ministries and public institutions. Karicho has also been a Director of Foreign Service involved in the promotion of bilateral relations, investments, tourism, economic cooperation, and diaspora engagement in New Delhi, India.

Sarah Makena
Sarah Makena is an economist who has specialized in public policy and analysis. She has 8 years of experience in research and policy analysis. In this capacity she has worked with the private sector, civil society, and the public sector. Makena has a deep appreciation of policy research and drafting. She has an interest in good governance and consulted for various institutions including TISA, international bodies working with government institutions including UNDP, IDLO and GIZ. Makena has also worked on issues of climate change with a World Bank, info dev program with an interest in climate change, therefore also has a wide experience in climate change and cleantech policy and research. Makena is also a seasoned facilitator for policy dialogue. She holds has a Masters of Science in Public Policy Analysis from and a Bachelor of Economics & Statistics from the University of Nairobi
